Since '99...Impact players in my mind being guys who are or who have been part of an 8 man rotation, playing 20-25 minutes per game, etc. Again, this involves picks 20-30.

1999 = 5 impact players
2000 = 5 impact players
2001 = 6 impact players (if you stretch to 31, add Gilbert Arenas)
2002 = 3 impact players
2003 = 5 impact players
2004 = 5 impact players
2005 = 7 impact players
2006 = 3 impact players so far (but they’re still young)

IMO, 50% success rate is very, very, good at that range.
