You can have the arm strength (he certainly does) w/out the arm.
His passing mechanics, trajectory & field vision all are still poor compared to most NFL rooks.
He's elite athleticism might distinguish him in a preseason game a lot more than it does in the critical eyes of the coaches, I'm afraid. They're always looking at things in terms of ultimate & reasonable potential.
They also can't afford to sweep his injury history under a rug. To do so to a QB hopeful could cost them their job, ultimately.
