Not only standard, it's required
Probably all state schools are required to post all job openings. They are state agencies and must abide by state laws. The coaches, including the head football coach, are state employees and governed by state laws and regulations. Everybody who works at the university is a state employee.

Also, states must make available to the public the contracts and the salaries of state employees. For example Utah:
