The P5 conferences to jettison the lower teams who don't meet a certain criteria and replace them with higher qualifiers is the lesser leagues. Each year or two all teams have a chance to move up to P5 and P5 teams have the incentive to not lose their memberships in their respective power conferences. This is how it had been done in international soccor where countries had their top teams that could fall out of elite status and be replaced with up and coming teams. This way each team can eventually earn a spot in the P5 or lose their spot because there would be no tenure clause. BTW they also do this in golf with top flight, 2 flight, 3rd flight etc. Everyone has the opportunity to move up in their flight status over time.
