401K/IRA question for the CB financiers

Let's say I have a 401K for which annual contributions are maxed. Am I eligible to also fund an Roth IRA (via the traditional IRA loophole) or am I prohibited from doing so because of my maxed 401K contributions?

Company investment advisor and personal investment advisor are at odds on this one.
