but the bottom cellar dwellers are never really considered in conference strength because all conferences have them.

Duke, Vandy, Kansas, Indiana, Kentucky, Wake Forest, etc. only really have good years every 15 years or so (ok maybe 10 years for some of them). Everyone knows each conference has these teams and just kind of ignore them for the most part. IMHO.
