Passing percentage is not a great indicator of accuracy when you are 70th in
yards per attempt.
Taysom makes three throws--screens, 10 yard dinks, and improvisational plays when he scrambles and the DB bites. He has not shown he is effective on any throw that requires touch or timing.
He needs to show a lot more skill before you can argue he is a sharp passer.
