So if a 2 loss #15 team beats an 0 loss #2 team in a close CCG then does the #15 team go to the playoffs? I don't know but what about the #2 team are they out? probably. So if Bronco is saying the top 4 CCG game winners are in then there is a chance that you will have a #1 a #5 a #15 and a #8 and a #6 team in the running what if an independant Notre Dame or heaven forbid BYU is say #4. It only makes sense that that team would be selected over CCG winners scattered in the top 15.

The other reason Bronco want's CCG's to count for something is the Big 12ish doesn't have one and if they need one they need more teams and our car windows are ready for the Big 12 stickers as soon as they are available.
