... my computer on IE opens up in the background and randomly plays annoying audio.

I can't open up IE but see it running in the background, and CNTL-ALT-DELETE won't let me close IE. So I want to uninstall it, but don't see that as an option.

Is this a windows feature that won't allow me to uninstall IE?
