In my own words, the actual rule is:
If a timeout is called (either team) after a made basket, before the ball is thrown in-bounds. The team that is in-bounding the ball has the option to in-bound from either the baseline of the other team, or just past the mid-court line.

I think it's a great rule. It makes endings more exciting.
