Has there ever been talk of a rule where the team can opt for a 10-second runoff

the clock and ball out of bounds instead of shooting? There ought to be automatic runoff after, say, 15 team fouls. Kind of like a triple bonus.

Fouls under 2 min have 3 sec run off. 6 sec when under 1 min
