when it first opened the thing was HOV 5
That was after the morons in Arlington successfully prevented them from making it an actual 4 lane highway like a normal city would have.
After their surface roads became completely clogged and no one was driving on the highway (shocker) they started lowering the HOV requirements until they got as low as they could go. And that's where it sits.
