Call hospital volunteer departments.
Get a gig on the med/surg floor if you can (you'll probably just be shuttling patients) and you'll find lots of people willing to go the extra mile to help you out when you express interest in being a PA.

You can also just cold-call doctor offices and ask to shadow someone.

I know some PA schools have absurd hour requirements of patient exposure, but others don't require so many hours. When I looked into it I just laughed because most schools required more exposure than it takes to get into medical school.
