Is there any evidence that either Utah or Oregon St. offered scholarships?

I know in all the articles it says they recruited the guy, but that could mean anything from offering a scholarship to trying to convince the guy to come in as a walk-on.

Curious if anybody knows for sure.

I would say this method is substantially different than recruiting generally.
