That is because if you're from the DR or Venezuela, you're consigned to a much lower standard of living if you don't make it to the majors. In fact, the inverse relationship between home country incomes and doping is strong:
And since economic concerns are more pressing for a typical Poly family vis-a-vis Jake Heaps or Ben Olson's family, the relatively high FCA stipends paid by BYU will be ever more attractive for the family of the Poly recruit who may be considering going elsewhere where they pay lower.
*We all know that culturally they value people more and money less, but in U.S. the survival is definitely a concern.
