Could be a good start (if you're only looking to determine whether or not the treatment does have an effect). With only 16 elements to your dataset, there probably isn't much need to use statistical software.

As for confidence levels and determining how much of an effect the treatment has, that'll come down to personal preference and interpretation of the data.
