Looked to me like he was coming towards the camera. Shooter ran up suddenly from his right. As soon as he saw the shooter he took off. I'm just not sure you can glean what his motivations were from that video. Yes, he could have been looking for the shooter. But he also could have been looking for someone else and been startled by the shooter.
