ref didn't bat an eye. That is explicitly cited in the rulebook as an example of a personal foul. Despite hating BSU, I'm glad that wasn't penalized since it was a stupid rule, but it is an example of why celebration rules are so stupid.
The exact penalty was called on an Oregon defensive player after a drive stopping sack last year and gave Arizona a second chance and they scored the go ahead touchdown.
With such blatant difference in how it is called, it's be better to scrap the penalty all together.
