I think BYU holds this back as long as it can/ until leaks come out.

I know that's how they operated with Jamal. They know for a while but held off until the last possible minute. Unfortunately the leaks came and they were forced to stay something in public before they wanted to. I would guess this is true with most HC/Team Rules violations.
