If they add 4, WV will get a travel partner by default simply because of who's available. BYU and CSU are their only options out west (Boise miiiiight be a possible football only option - but unlikely because their academics are basically JC level). So, if they stay at 12 and it's BYU and UH/CSU - maybe you are right and they tell WV to pound sand. That's unlikely though - why stay at 12 and leave money on the table when Cinci is actually a really good add and would shut WV up?? WV will get their travel partner because Cinci is worth adding and 14 makes more money than 12.
