It is true that CSU is the most likely MWC team to be added by the Big 12. The one issue I have with the article is when he talks about "revenue sports" and includes women's basketball and volleyball -- they may be revenue sports for CSU but they wouldn't be considered such for the Big 12 (though the Big 12 does have some strong women's basketball programs). Otherwise he seems to be on point, CSU seems to have a stronger overall athletic department than Boise, though they aren't as good in football, and are in a different class than Boise in terms of academics.
