Step one: go to the shelter. Step two: see how many dogs need homes.
Step three: FIX YOUR PET!! No reason to breed your pet animals when there are enough homeless pets needing homes already.

The only reason to breed dogs should be to improve or preserve the breeds quality and to provide people with said breed with healthy, quality lines.

If you are intent on it in order to be a responsible breeder you should pay for genetic testing to make sure there aren't genetic disorders you might pass on, make sure your dog and the other dog have good quality lines, you'll be willing to take back any puppies you sell that don't end up working out for a family no matter the age of the dog. You will background check enough to make sure the breed is the right fit for the buyer and it's going to a buyer who will have the ability to care for it.

There's more to breeding than just deciding "hey I want to breed my dog so I'll just breed them without caring what really happens to the puppies".
