But the Coyotes aren't retaining personnel in hockey operations, right? It's
more than dormant. It wouldn't even exist until they got an expansion franchise. The GM, front office, and coaches would all go to Utah.

Correct. But the non-hockey operations continue to exist under the NHL umbrella.
