It's because it's BS. BYU can't take a non-qualifier.
If he qualifies, then he qualifies. Unless of course it's easier to get into BYU than Utah. It appears that Talo messed up his talking points.
Also, at least one BYU site says BYU actually has 7 scholarships open, so that line appears to be BS, too.

Rather, it appears that spots opened up at Utah with the Vaenuku tragedy and a few JuCos not making it, and once that spot opened Pita snagged the opportunity.
