In many cases HDHPs are more affordable
if an employee gets a matching contribution. I did the math when deciding and when including premiums (or lack of premiums on some HDHPs) and OOP costs, etc, the HDHP plan was better for all five years I looked at even in a year where my wife had a major illness and our son was in the NICU for one week.
