The rule was modified, at least in the NFL a, to include grabbing and immediately yanking the ball carrier down by the back collar of the jersey or shoulder pads. Not sure if the NCAA modified the rule to include the jersey or not.

Agreed. The officiating looked much better on TV than it did in the stadium.
