Ball can be outside the pylon if the ball runner
has a foot touching the endzone.
Outside the pylon and past the goal line would be a TD in that scenario.

No. It can cross outside the pylon on a few scenarios and be a TD.

As soon as the ball or player hits the pylon the play is dead due to OOB.

Correct because nothing has touched anything OOB. Pylons are OOB.
