Ball has to cross the plane inside the pylon...doesn't matter where the feet go?

No. It can cross outside the pylon on a few scenarios and be a TD.

As soon as the ball or player hits the pylon the play is dead due to OOB.

Correct because nothing has touched anything OOB. Pylons are OOB.
