Rule 8 2.1.a
"Plane extends beyond the pylons only for a player who touches the ground in the end zone or a pylon."
So if the runner had moved the ball past the end zone line prior to touching the pylon - even outside the pylon - it would have been a TD.

No. It can cross outside the pylon on a few scenarios and be a TD.

As soon as the ball or player hits the pylon the play is dead due to OOB.

Correct because nothing has touched anything OOB. Pylons are OOB.
