a renovation of the SE parking lot where the entire thing is ripped out and turned into a park setup specifically for tailgating and similar large activities? Lots of large trees, paths, a common area or mini amphitheater, and with plenty of open space for people to set up small pavilions
When not game day it could just be a nice park that could be used for all sorts of activities in the shadow of the stadium.
