Apparently, the "credit level" of each neighbor differs. I take it that some of your neighbors have continued to pay on-time and this one changes to a pre-pay customer (and that is after she makes whole.

That is the way business works.

Don't get too involved other than to suggest changing their customer terms...(contract is a good idea too).
