I've read books and articles on this topic. I think there is only one rule:
If you want the job more than they want you, you'll basically take what they are willing to offer you. You can try to bluff, but that can be dangerous and they may cool on you.

If you have a higher paying job that you are willing to take, you can use that as leverage, and then they can decide if they are willing to meet your requests or not. Either way, you have plan A and plan B, and you find out which you want to choose.

But in general, I'm not a super good negotiator. All the other tricks don't really seem to work for me.
