Smaller Division 1 schools are going to see there athletic budgets get absolutely trashed. In addition to the stipends and medical care that are almost assuredly coming, if football scholarships are increased from 85 to 95 and the minimum number of sponsored sports goes from 16 to 18, most of the schools outside the Big 5 conferences will be forced to make some hard decisions as to the viability of their programs at the D1 level. There is no way small independents like Idaho and New Mexico State survive as D1 schools and conferences like the Sun Belt will also be hard-pressed.
