The MWC deal is for a maximum of 16 "ESPN Network appearances."
Here is the exact quote from the press release announcing the ESPN/MWC deal: "Up to 16 conference-controlled football games per season will be available on either ESPN, ESPN2, ESPNU, ESPNEWS, ABC or ESPN3."
ESPN3 (online) counts as one of their 16 conference appearances.

A handful of MWC games (all @Hawaii) were available only on Oceanic Pay Per View.
Outside of the guaranteed Boise State games on ESPN, the other 10 MWC Football schools had a combined 5 appearances on ESPN or ESPN2 (3 of those involved Fresno State). Their other 11 ESPN Network appearances were on ESPN3, ESPN-News, or ESPNU.
The MWC is in better TV shape than it was a couple years ago. But it's still not very good.
