Doesn't the lottery just determine the top 3 spots?

I thought that that the lottery was just for the top three spots, and everyone who didn't get one of those spots just goes in order starting with the 4th pick. Meaning now the Jazz will be no worse than 4th, but if they'd have lost the coin toss, they would have been 5th (or in the top three).

I swear that's what I heard--am I up in the night on that?
