NCAA allows the schools to give towards the cost of attendance (for the year) and the difference in the actual cost. It would apply to all scholarship athletes and in all sports.
A while back I read that, three years ago, the cost of attendance for a scholarship FB player at Michigan was $42,000 but the NCAA rule would allow only $39,000. The player had to make up the difference. I suspect that the difference in some of the bigger schools might be as much as $5,000-$6,000/player for football.
