Not sure what it means though, but it's worded weirdly and I'm thinking on purpose.

There's also this lines interesting line:

"For some residents, this might be bigger than anything we've done to this point. For others, they'll be surprised that it's even a concern."

This line doesn't narrow it down much. Although it doesn't seems to fit the airport expansion guess, who after hearing the airport is expanding would think: I'm surprised that's even a concern?
