As a [judicious] user of caffeine pills, I think the policy is brilliant.
It's far more efficient when a student/staff/faculty member buys a bottle of caffeine pills from the local Walmart (or a box of Vivarin from the Chevron near LES while they're filling the tank).
If the situation calls for the drug, then the user can pull a dose from the bottle/box in a backpack/purse/desk, and take the necessary amount. There's no need for BYU to stock 50mg doses of the drug in its vending machines.
