I believe AZ will be experiencing a more El Niño type with above avg moisture for this season, which starts soon and like other monsoon areas will go until Sep. So, while I have experienced many "monsoons" in my life I do know what I have experienced.

So....

Does that mean AZ won't have a monsoon? No, just means this year above avg...so what is avg for AZ monsoon? I say 3" in the fine valley, but not sure. Tucson, which is south of PHX will get more moisture, simple due to it's location (winds come from the south/south east during monsoon season if I recall)

Above avg, so maybe 3.5 or 4". Worse I believe is the instant flooding due to the heavier amount of rain.
