Is there a need for this? Do agents delay or change offers before presenting
them to a seller? If so, for what purpose?

I'm an agent, and I've never had a client have concerns over the speed in which I contacted them regarding an offer, or had concerns about me doing something to a signed offer after it arrived. In my market, it's not uncommon right now for multiple offers to come in on a property. My job is to generate as many offers as possible, then weed through them and present the seller with all their options. I have a spreadsheet I've designed over the years that allows multiple offers to be compared side by side. Many times the offer that had the highest dollar amount is not the offer we end up working with. Terms and conditions can have as large a part in the contract coming together as offer price.

Personally, my sellers wouldn't want to be contacted immediately upon an offer being received, they rely on me and my experience to explain to them the pros and cons buried in the contract.

Maybe this is a thing in other areas, but not where I am.
