Leslie and Matthews are the 2 safest bets. Apo will be 3 if he can stay healthy.
If not (and his history has shown that's the more likely scenario), it'll go to Kurtz or Michael Davis.
I expect Apo to get injured again, and then have Kurtz be the #3 WR. He doesn't have the top end speed Davis or Blackmon has, but his size will probably make him invaluable in 3rd down situations/blue zone chances.
