With some of the proposed changes to CFB, a large chunk of even the P5 teams wouldn't be able to keep up financially, maybe a contingent as large as the lower 1/3 to lower half of P5 teams. These resolutions benefit the biggest of the big P5 schools because it allows them to pull away.
