I've mentioned this before on CB. I think the NFL and NCAA should require
rugby style tackles, but not limit it to above the waist. The current rule is almost unmanageable because RBs and WRs drop their heads all the time and a tackle that started out clean can go to "head contact" in a flash. Just require the D to attempt a wrap-up, rugby style tackle rather than balling up and hitting dudes (high or low) and it can prevent a lot of injury (and improve tackling).
