You say new house....do you mean new build?

If it's not a new build find out from previous owners if they had the same problem.

If it's a new build, you should go to the builder and have them fix it.

My brothers house was doing the same thing for about 2 years before he finally fed up and started treating into walls. Sure enough, found a hot water line and cold water line crossed in the walls behind a bathroom.
