They could have done something with that
Certainly there were former players close to a lot of these drops. And some of the planned drops were so overwhelmed with fans in BYU gear they decided to change the drop locations last minute.

What they could have done is had a former player wearing BYU gear wondering around a planned area then see how many of those fans there lose interest in looking for the box for a chance to talk to the player. OR see how many don't even recognize the player and continue to just hunt for the box.

Then have there be a certificate or ticket the player passes out to the first 5 people that approach him. 1st ticket is for the box and 2-5 are the runner up prizes.

Of course this could only work a couple of times as fans would get on to that idea and be mobbing the player.

I really do think that states outside of Utah should be doing more Amazing Race type stuff or contests once they get to the box. First 5 to identify the picture of Mercer Island HS in Mercer Island, WA get to attempt field goals with the Pochman brothers (that was their HS). First one to make a 30 yard FG gets the box.

Or maybe a game of 500 with Lee Johnson punting the ball to the first 10 that arrive at the Cotton Bowl (he was born in Dallas).

Maybe in Austin you don't make it an obvious thing like throwing footballs with Ty - maybe it was lasso a sheep or catching a greased pig.

You could even have puzzle or quiz questions so it isn't all physical.
