I think the likely scenario is that all of the players suspended were
Always going to be suspended. Bronco WANTED to not ever announce the suspensions before the game. Was going to act like no one was suspended as long as possible. 3 players outed themselves work were outed by someone on the team. Bronco kept up the rouse for those not outed.
The other likely scenario is the one you said, had a chance to not be suspended but didn't do everything they needed to do.
