Put at least one box in all 50 states, the campus of every opponent we play that year, and the campus of every pre-season top 25 team (most likely to have CGD visit). A state may get more than one just purely based on more than one top 25 team and opponent. If the state is considered small enough that they only got 1 box this year then next year they may only receive a box at our opponent or top 25 campus...

This proliferation of flags (and #BYU50) could be a good start to get us to that point...
