Using an image you don't own raises a copyright issue. Using a player's image raises a right of publicity issue (commercial use of the person's likeness), and possibly NCAA rules if it is a current player. Using the BYU name/logo on an unlicensed product raises trademark issues.

Making one shirt for your own use is no big deal and most likely nobody will care, but mass producing them would be problematic.
