Grew up in a suburb of Portland and the traffic is much better that in Seattle. Cost of living is a little less as well, and no tax on purchases.

They're both pretty close, but it does rain less in Portland and isn't as cold.

I'm a fan of both, though prefer Seattle for a whole bunch of reasons.
