IMO, it isn't as much about conference strength. It's about having the best
teams at the top of the conference.
I think the Big 12 is more top-heavy, so the top two teams that seem to have a realistic chance (Baylor, Oklahoma) at the playoff have a better chance right now of going undefeated. They would get in above a 1-loss Oregon or Stanford.
